Andover, Newburyport, Haverhill and Cape Ann Mortgages: Essex High-Balance Caps and NH Border Math

Updated October 2026

An Andover commuter purchase, a Gloucester coastal home and a Haverhill two-family should not share one generic mortgage budget. Newburyport and nearby New Hampshire towns add another comparison: crossing the state line can change property taxes, transaction costs and commuting expenses without necessarily reducing the household’s overall housing burden.

Apply the Essex cap to the loan, not the listing

Andover, Newburyport, Haverhill and Gloucester are in Essex County. The 2026 baseline conforming limit is $832,750, while high-cost county limits permit larger loans where designated. Greater Boston and island markets can fall into higher ranges, roughly $989,000 to $1,249,125, but that regional range is not a substitute for Essex County’s exact limit.

Use FHFA Loan Limits to verify the county, year and number of units. A duplex requires a different lookup from a single-family home. A New Hampshire alternative requires its own county check; nearby geography does not guarantee the same cap.

For illustration, a $950,000 home with 15% down requires an $807,500 base mortgage. That balance sits below the 2026 baseline even though the purchase price does not. Compare mortgage insurance and retained savings before increasing the down payment solely to reach a particular financing category.

Compare border costs without shortcuts

New Hampshire’s lack of a broad wage income tax does not automatically make a cross-border move cheaper. Massachusetts-source wages may still create Massachusetts income-tax obligations, and remote-work arrangements can complicate the comparison. Property-specific taxes and commuting expenses belong in the same worksheet.

On the Massachusetts side, Proposition 2.5 limits municipal levies rather than each parcel’s annual bill. Locally adopted CPA surcharges can also matter. The Massachusetts Department of Revenue Division of Local Services explains the statewide framework.

Account for coastline and rural systems

Gloucester and Newburyport purchases warrant address-specific flood and wind insurance quotes. Outlying properties may need Title 5 septic review, while older homes across Essex County merit lead-paint documentation and a realistic maintenance allowance.

Compare complete payments with the monthly payment calculator, then separate transaction expenses in the closing cost estimator. If your search includes income-producing housing farther south, the North Shore multifamily guide explains assistance and rental-income questions. Saltbox & Seam can organize these alternatives around verified property costs rather than state-line assumptions.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
