Lowell, Chelmsford, Billerica and Burlington Mortgages: Route 3 Tech Corridor and High-Balance Caps

Updated October 2026

The Route 3 corridor from Burlington north to Lowell spans a wider price range than almost any stretch of Middlesex County, and every town in it shares the same Greater Boston high-cost conforming ceiling. That combination is unusually favorable. A Burlington buyer at $1.1 million and a Lowell buyer at $480,000 both operate inside one conforming framework, with the 2026 FHA floor of $541,287 sitting comfortably above Lowell's and Tewksbury's typical price points.

ChelmsfordConforming to high-balancePartial septic areas
BillericaConformingSeptic prevalence, Title 5
TewksburyConforming, FHA-eligibleMixed sewer coverage
BurlingtonHigh-balanceResidential exemption adopted

Burlington is one of the municipalities that has adopted the Residential Exemption, which shifts a portion of the levy off owner-occupied homes and onto other property classes. It can reduce an owner-occupant's annual bill meaningfully, and because escrow is built from the net bill, it lowers your qualifying payment. Lowell, Chelmsford, Billerica and Tewksbury do not currently offer one, so budget full assessed value there. Proposition 2.5 caps levy growth in all five, and Community Preservation Act surcharges of 1% to 3% apply where adopted. Levy and classification details come from the Massachusetts Department of Revenue Division of Local Services.

Lowell Multifamily and the Assistance Stack

Lowell's triple-deckers and two-families are the corridor's best cash-flow entry point, and owner-occupied two-to-four unit purchases get higher conforming limits than the one-unit figure. Rental income from the other units can be counted toward qualifying, typically at 75% of market rent supported by an appraiser's rent schedule.

Diligence items: the Massachusetts Lead Law applies to pre-1978 housing with children under six, which covers most of Lowell's inventory. Billerica and parts of Chelmsford require Title 5 septic inspections. Deeds excise is $4.56 per $1,000 and seller-paid. Expect the Offer to Purchase to bind before the P&S is drafted, with attorney review in between.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
