Updated October 2026

North Central Massachusetts is where the state's affordability programs do their most useful work. Median prices in Fitchburg, Gardner and Leominster sit far below the 2026 FHA floor of $541,287 and far below the $832,750 Worcester County conforming limit, which means loan size is almost never the constraint. Down payment and credit are. For buyers in this band, three programs do the heavy lifting, and they are not interchangeable.

Comparing the Three Low-Down Paths

ProgramDown paymentMortgage insuranceBest fit
ONE Mortgage3%NoneStrong credit, within income limits
MassHousing3% plus DPACancellable, MIPlus optionNeeds down payment help
FHA3.5%Permanent at minimum downCredit under 680, higher debt ratios

ONE Mortgage, administered through Massachusetts Housing Partnership (ONE Mortgage), is the strongest option when you qualify. It pairs 3% down with zero private mortgage insurance and a state-subsidized interest component on a portion of the loan, which can beat FHA by well over $200 a month on a $350,000 purchase. The trade-off is strict household income and asset limits plus required homebuyer education.

MassHousing Down Payment Assistance, detailed at MassHousing, provides up to $25,000 to $30,000 depending on the specific program and whether your community qualifies for the enhanced tier. It is structured as a second mortgage, so the repayment terms matter to your long-term cost even when payments are deferred. MassHousing also offers MIPlus mortgage payment protection, which covers principal and interest for a period after job loss.

FHA remains the fallback when credit scores land in the low 600s or debt ratios run high. With the floor at $541,287, FHA covers effectively every listing in Fitchburg, Gardner, Leominster and most of Milford. The cost is a permanent annual mortgage insurance premium at minimum down payment, which is why refinancing into conventional financing once you reach 20% equity is worth planning for from the start. Compare the two monthly outcomes in the monthly payment calculator and model the eventual exit in the refinance savings calculator.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
